Professor WU received his Bachelor of Science and Master of Law from Tsinghua University in China, and Ph.D. degree in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University (U.S.A). He has taught for over 20 years at the University of Illinois Chicago. He is currently a Professor and Head of the Department of Government and Public Administration at the University of Macau in China. His recent research has focused on topics of state and local public finance and fiscal policymaking, and government support of research and development activities. Dr. Wu has a monography published by Springer, and dozens of articles published in prominent academic journals in the field such as Journal of Policy Analysis and Management, Urban Affairs Review, Research Policy, Public Finance Review, and Public Budgeting and Finance. Dr. Wu served as President of the China-America Association for Public Affairs (中國留美公共管理學會) during 2013-2014 and has been a member of its Advisory Committee.
