Prof. Shuwen ZHANG is an Assistant Professor in the Department of Government and Public Administration at the University of Macau. She holds a PhD in Public Administration from the University of Illinois Chicago (2025), specializing in regional governance, local government management, collaborative governance, social networks, and advanced research methodology. Her research examines how local governments collaborate to address public challenges through interlocal agreements, regional institutions, and policy networks. Her dissertation investigates the impact and effectiveness of regional intergovernmental organizations.
