International Relations and Public Policy Students Explore China-Portuguese Speaking Countries Cooperation at Forum Macau

On Tuesday, April 22, 2025, students from the Master’s Degree Program in International Relations and Public Policy, within the Department of Government and Public Administration in the Faculty of Social Sciences (FSS/DGPA), who are studying the relations between China and Portuguese-speaking countries, conducted a field visit to the Pavilion of the China-Portuguese-speaking Countries Commercial and Trade Service Platform. The purpose of this visit was to further enhance the platform’s role as a hub for commercial and trade cooperation between China and Portuguese-speaking countries.

During the visit, the 41 students were welcomed by Forum Macau Deputy Secretary-General Dr. Xie Ying, who delivered an insightful lecture on Macau’s role in fostering cooperation between China and Portuguese-speaking countries. In her address, Dr. Xie Ying elaborated on the historical development, ministerial conferences, architectural landmarks, and the organizational structure of the permanent secretariat of Forum Macau.

Dr. Xie Ying also discussed the various areas of cooperation between China and Portuguese-speaking countries, including trade, investment, digital economy, blue economy, education and culture, infrastructure, traditional Chinese medicine, and sustainable development. She emphasized the strategic importance of “one center, one platform, and one base.”

Furthermore, Dr. Xie Ying highlighted that Macau serves as a crucial bridge and platform for economic and trade cooperation, cultural exchanges, and people-to-people interactions between China and Portuguese-speaking countries. She noted that, in the context of increasingly stringent tariff policies between China and the United States, cooperation between China and Portuguese-speaking countries faces both challenges and opportunities. She urged both sides to leverage their complementary advantages to expand the scope of their cooperation.

The visit provided the students with a unique opportunity to gain firsthand insights into the multifaceted role of Macau in international relations. Dr. Xie Ying’s lecture was not only informative but also inspiring, as she shared her extensive knowledge and experience in the field. The students were particularly interested in the historical development of Forum Macau, which has evolved into a significant platform for dialogue and cooperation between China and Portuguese-speaking countries.

Dr. Xie Ying’s discussion on the various areas of cooperation was comprehensive, covering a wide range of topics that are crucial for the development of bilateral relations. The emphasis on trade and investment highlighted the economic benefits of cooperation, while the focus on digital economy and blue economy underscored the importance of innovation and sustainability. The inclusion of education and culture in the discussion emphasized the role of soft power in international relations, and the mention of infrastructure and traditional Chinese medicine showcased the diverse areas in which China and Portuguese-speaking countries can collaborate.

The strategic importance of “one center, one platform, and one base” was a key takeaway from Dr. Xie Ying’s lecture. This concept underscores the central role of Macau in facilitating cooperation and serving as a hub for various activities. The students were able to appreciate the significance of Macau’s unique position and its potential to drive forward the agenda of cooperation between China and Portuguese-speaking countries.

In addition to the lecture, the students had the opportunity to engage in discussions with Dr. Xie Ying, the staff of the Pavilion, and among themselves. These exchanges allowed them to delve deeper into the topics covered in the lecture and to gain a better understanding of the practical aspects of cooperation. The students were able to ask questions, share their perspectives, and learn from the experiences of others.

The visit to the Pavilion of the China-Portuguese-speaking Countries Commercial and Trade Service Platform was a valuable experience for the students. It provided them with a deeper understanding of the key policies of China, supported by the Macau government, and the challenges and opportunities in the context of international relations. The insights gained from this visit will undoubtedly enrich their academic studies and contribute to their future careers in the field of international relations.
