Obituary of Professor SIU Yeung Fai
各位同仁、同窗暨政府與行政學系校友:
我們敬愛的蕭楊輝退休教授於二零二五年十二月二十六日凌晨於廣州辭世,享壽七十有四。蕭教授畢生奉獻於公共行政與政策研究領域,其溘然長逝令澳門學界痛失泰斗。
蕭老師自威斯康辛大學麥迪森分校畢業,及後獲克萊蒙研究大學碩士和哲學博士學位。蕭老師早於1984年就加入澳門大學(1991年前名為澳門東亞大學),任教本系多個課程,包括公共行政社會科學學士學位課程、公共行政社會科學碩士學位課程、國際關係與公共政策社會科學碩士課程,以及澳門保安部隊高等學校的警官、消防官培訓課程和指揮及領導課程,並且曾擔任警官、消防官培訓課程的課程主任。蕭老師深度參與學術治理,其治學精神滋養代代學子,人生指引惠澤莘莘桃李。
學術貢獻方面,蕭教授在澳門大學指導碩士論文逾二百篇,擔任論文答辯考官三百餘場。其學術足跡廣涉人力資源、政策研究與國際關係等領域,成果豐碩。曾與北京大學黃恆學教授合作主編《教育興國,人才強國,產業富國“學而優則財”專題研討會—論文集萃》;長期擔任由北京大學蕭鳴政教授主持的《人力資源研究》的編委成員,亦是中華人力資源研究會的創會成員暨現任副理事長。其政策研究深耕澳門本土,曾主持和參與多項重要課題,包括政策研究和區域發展局《澳門人才回流政策分析》項目、行政公職局《公共服務評估調查》項目以及協助澳門明愛進行扶貧政策研究。蕭老師常與學生合作撰文,亦樂於扶掖後進,深受敬愛。
蕭教授畢生踐行澳門大學“仁義禮知信”校訓,以仁愛之心培育學子,以赤忱之情關愛同儕,以家國情懷奉獻社會。臨終前二十日猶在南京學術論壇發表《高端人才與人工智能發展》主旨演講,盡顯鞠躬盡瘁的學者風骨。
今邀各屆校友共緬師恩,承繼先生博愛濟世之精神。春蠶絲盡,燭淚成灰;濠江嗚咽,師表長存。

Dear Colleagues, Students, and Alumni of the Department of Government and Public Administration
We respectfully announce the passing of Professor SIU Yeung Fai, retired from our department, on December 26, 2025, and extend our deepest condolences.
Our beloved Professor SIU Yeung Fai passed away peacefully in the morning of December 26, 2025, at the age of 74. Professor SIU dedicated his life to the field of public administration and policy research, and his untimely passing is a great loss to the academic community of Macau.
Professor SIU graduated from the University of Wisconsin-Madison and later earned his Master’s and Doctor of Philosophy degrees from the Claremont Graduate School, U.S.A. He began teaching at the University of Macau (formerly the private University of East Asia) in 1984, teaching various courses in the department, including Bachelor of Social Sciences in Public Administration, Master of Social Sciences in Public Administration, Master of Social Sciences in International Relations and Public Policy, as well as training courses for police officers and firefighters, as well as courses in commandars and leadership at the Macau Security Forces College of Macao SAR Government, i.e. Escola Superior das Forças de Segurança de Macau. He also served as the programme coordinator for the police officer and firefighter training courses. Professor SIU was deeply involved in academic governance, and his scholarly spirit has nurtured generations of students, providing invaluable guidance in his life.
In terms of academic contributions, Professor SIU supervised over two hundred master’s theses at the University of Macau, served as an examiner for over three hundred thesis defences. His academic footprint covers a wide range of fields, including human resources, policy research, and international relations, and he has published extensively. He co-edited the “Education Revitalizes the Nation, Talent Empowers the Nation, Industry Enriches the Nation: “Learning Excellence Leads to Wealth” Symposium Proceedings” with Professor HUANG Hengxue of Peking University, and served as a long-term and founding member of the editorial board of “Human Resources Research” chaired by Professor XIAO Mingzheng of Peking University. He is also a founding member and current vice president of the Chinese Association for Human Resource Research organized by Professor XIAO. His policy research focuses on Macau issues, expectedly, he has led and participated in many important projects, including the Policy Research and Regional Development Bureau’s “Analysis of Macau’s Talent Return Policy” project, as well as, the Public Administration and Civil Service Bureau’s “Public Service Evaluation Survey” project, and assisted Caritas Macau in conducting poverty alleviation policy research. Professor SIU often collaborated with his students on articles and research projects, as well as, was happy to mentor younger generations, earning him deep respect and affection.
Professor SIU dedicated his life to upholding the University of Macau’s motto of “Humanity, Integrity, Propriety, Wisdom and Sincerity”, nurturing students with compassion, caring for colleagues with fervent devotion, and contributing to society with a deep sense of national responsibility. Even twenty days before his passing, he delivered a keynote speech on “High-Level Talent and the Development of Artificial Intelligence” at an academic forum in Nanjing, demonstrating his unwavering dedication as a scholar.
Today, we invite alumni from all generations to remember our teacher and carry on his spirit of benevolence and compassion. Like a silkworm spinning its last thread, like a candle burning itself out; though the Pearl River Delta weeps, his exemplary conduct will live on forever.
