Luis Tomé is Full Professor at Autónoma University of Lisbon (UAL), where he is Head for Internationalization, Director of the International Relations Department and its research unit OBSERVARE–Observatory of Foreign Relations, and Coordinator of the PhD in International Relations: Geopolitics and Geoeconomics. Senior Researcher at the Portuguese Institute of International Relations of Nova University of Lisbon (IPRI-Nova). He has been a visiting professor at La Sapienza Universitá di Roma – Italy, the Middle East Technical University (METU) of Ankara-Turkey, National Defense Institute of East Timor, as also at the Portuguese Military University Institute (IUM), National Defense Institute (IDN) and Higher Institute of Police Sciences and Homeland Security (ISCPSI). Prof. Luis Tomé was Special Adviser for International Relations and Counter-Terrorism in the Office of the Minister of Internal Affairs (Nov. 2015 – Oct. 2017); Special Adviser to the Vice-President of the European Parliament (1999-2004); and NATO Researcher for two years, authoring the report “Russia and NATO’s Enlargement” (2000). Researcher in the areas of International Relations, Geopolitics and Security Studies specialising in the Euro-Atlantic, Eurasian and Asia-Pacific regions, he is the author of more than a dozen books and numerous essays and articles published in specialized journals. He has been a guest speaker at high-level conferences and collaborates regularly with various media outlets, analysing and commenting on international politics and security issues.
Abstract:
The leadership of a Scopus-indexed academic journal dedicated to research on Portuguese-speaking countries is crucial for advancing scholarly discourse on this diverse and dynamic geopolitical space. Scopus, one of the largest citation databases, is widely recognized for indexing high-quality, peer-reviewed research. Inclusion in Scopus enhances the journal’s reputation by demonstrating adherence to rigorous academic standards, ethical publishing practices, and a robust peer-review process. It also increases the citation rate of published articles, thereby contributing to the journal’s impact factor and academic influence. Effective leadership fosters collaboration with reviewers, authors, and institutions, ensuring inclusivity and continuous improvement in publication practices, and curates content that highlights multidisciplinary research. Focused leadership not only promotes innovative and policy-relevant research but also strengthens collaboration among scholars from Lusophone nations and beyond. This conference aims to discuss these issues, using the example of JANUS.NET, e-journal of international relations, to illustrate these points.
