Master of Social Sciences in
Public Administration

The Master of Social Sciences in Public Administration (MSSPAD) is a program of advanced study designed to train candidates in the skills and knowledge required for a career in the civil service and other public organizations in the Macao SAR, as well as in mainland China and other administrative regions. MSSPAD students examine the structures, operations, and policies of the Macao SAR and other governments and institutions in the region. They also develop policy analysis skills with an emphasis on managing changes brought about by Macao’s transfer of authority from Portugal to China. The MSSPAD thus provides a solid foundation for individuals who desire to take the next step in their careers as public policy professionals.

Course Plan

The MSSPAD is structured as a two-year program. In the first year, students undertake intensive coursework, including three compulsory courses in public administration, public finance, and human resources management. In addition, students choose five elective courses from a range of public policy-related topics. The second year is devoted entirely to researching and writing the project report. After completing the project report, students present their research in a formal oral presentation before a panel of two faculty members.
