Fátima Chimarizeni Papelo holds a Doctorate in International Strategic Studies from Federal University of Rio Grande do Sul (Brazil), a Masters in Diplomacy, Law and Business with specialization in Middle East Foreign Policy from OP. Jindal Global University (India) and a Degree in International Relations and Diplomacy from Higher Institute of International Relations (Mozambique). She is a Professor at Higher School of International Relations, where she is also the Director of Master’s in International Relations and Development Course, at Joaquim Chissano University in Mozambique. Fatima has co-authored a book and has written articles on state’s cooperation and development published in indexed journals including Brazilian African Studies Journals and JANUS.NET from Universidade Autónoma de Lisboa. She lectures International Relations topics with focus on international cooperation, peace and conflict, regional integration, social and economic development on graduation and post-graduation level. In 2023 she was nominee to participate at European Union Visiting Programme to represent Mozambican Academy. In 2024 she was one of seven members of the scientific and technical committee responsible to organize the ceremony of honorary degree Doctor Honoris Causa awarded to Malawian President from the Joaquim Chissano University.

Abstract:

Mozambique-China relations in the twenty-first century are of crucial importance to both nations. Given that Mozambique and China have maintained relations for over 40 years, and as Mozambique approaches its half-century independence celebration, it regards China as a strategic partner. However, Mozambique continues to face economic, security, and environmental challenges that undermine its development efforts, while China has emerged as a significant political and economic power globally. As Mozambique moves towards industrialisation, China stands as its key partner, capable of providing the tools, as well as the financial and economic resources it requires. Although this relationship is rooted in historic political ties, the approaches of Mozambique and China towards cooperation have evolved and intersected. China’s new strategy encompasses dimensions such as climate change, the fourth industrial revolution, and even the fight against the coronavirus pandemic, while Mozambique’s renewed focus includes attracting foreign direct investment, energy, security, and climate change. As Mozambique has identified key sectors for investment, such as infrastructure, energy, and agriculture, these areas are also of interest to China in Africa. Nonetheless, in a highly competitive globalised world, emerging needs and opportunities could impact these new strategies. The purpose of the conference is to understand how the Mozambique-China relationship has been shaped by these factors, considering both old and new features of cooperation between the two countries. There remain potential avenues for both nations to explore in order to fully realise their mutual interests in development. Therefore, a discussion on the possible avenues to enhance Mozambique-China relations will take place at this event.
