Luis Tomé is Full Professor at Autónoma University of Lisbon (UAL), where he is Head for Internationalization, Director of the International Relations Department and its research unit OBSERVARE–Observatory of Foreign Relations, and Coordinator of the PhD in International Relations: Geopolitics and Geoeconomics. Senior Researcher at the Portuguese Institute of International Relations of Nova University of Lisbon (IPRI-Nova). He has been a visiting professor at La Sapienza Universitá di Roma – Italy, the Middle East Technical University (METU) of Ankara-Turkey, National Defense Institute of East Timor, as also at the Portuguese Military University Institute (IUM), National Defense Institute (IDN) and Higher Institute of Police Sciences and Homeland Security (ISCPSI). Prof. Luis Tomé was Special Adviser for International Relations and Counter-Terrorism in the Office of the Minister of Internal Affairs (Nov. 2015 – Oct. 2017); Special Adviser to the Vice-President of the European Parliament (1999-2004); and NATO Researcher for two years, authoring the report “Russia and NATO’s Enlargement” (2000). Researcher in the areas of International Relations, Geopolitics and Security Studies specialising in the Euro-Atlantic, Eurasian and Asia-Pacific regions, he is the author of more than a dozen books and numerous essays and articles published in specialized journals. He has been a guest speaker at high-level conferences and collaborates regularly with various media outlets, analysing and commenting on international politics and security issues.
Abstract:
The Lusophone space, which includes countries and regions where Portuguese is the official or dominant language, offers a distinctive and dynamic framework within the field of International Relations. However, the current global context introduces additional challenges for Portuguese-speaking countries and communities, affecting their interactions both internally and with external partners. This conference aims to situate the Lusophone space within contemporary international relations, examining its challenges and opportunities. The conference is structured around four main themes. The first theme provides a brief characterization of the “Lusophone Space” in terms of its identity and diversity, highlighting the distinct geopolitical contexts that result in varying foreign policy priorities. The second theme explores the role of the Community of Portuguese Language Countries (CPLP) and Forum Macau in the international relations of Portuguese-speaking nations. The third theme addresses the challenges and opportunities facing the Lusophone space in the current competitive global geopolitical landscape. Finally, the fourth theme examines the challenges and opportunities for Portuguese-speaking countries in their relations with China.
