Prof. Evgeni Styrin is a leading research analyst and associate professor affiliated with the National Research University Higher School of Economics (Moscow, Russia). His fields of expertise are public services performance management, open government, electronic government, interagency information sharing, open data and public IT strategy development and evaluation. Mr. Styrin develops and provides trainings, teaching courses for students and civil servants in the area of e-government, open data, strategic IT planning, and civil service.
Abstract:
Digital transformation not only provides new quality of public services but also disrupts traditional mechanisms of interaction and collaboration. It is possible to talk about digital shocks, unexpected challenges and digital inequality applicable to both the citizens and public authorities. The role of scientists in this situation is hard to underestimate.
This lecture deals with different objects that are changing in time while interacting with digital technologies. We touch upon some of these digital technologies and solutions but mainly we deal with the person or human being in the center of digital transformation process. We consider a person in the roles of the citizen and civil servant. In the first case, we can observe attitudes, perceptions, reflections and behavior of the citizen interacting with government through digital technology and environment. In the second case, the civil servant is the provider of changes acting not in vacuum but in rather complex institutional and cultural environment.
We will examine different scientific methods and approaches that enable us with the knowledge of how digital technologies are accepted (or not accepted) by citizens and government bodies, what effects they produce on the society and what factors enforce or interfere in the speed of digital transformation.
We examine barriers and facilitators for data integration, correct policy indicators formulation and organizational changes needed for data quality improvement in the context of data driven governance phenomenon.
