Prof. Evgeni Styrin is a leading research analyst and associate professor affiliated with the National Research University Higher School of Economics (Moscow, Russia). His fields of expertise are public services performance management, open government, electronic government, interagency information sharing, open data and public IT strategy development and evaluation. Mr. Styrin develops and provides trainings, teaching courses for students and civil servants in the area of e-government, open data, strategic IT planning, and civil service.

Abstract:

This lecture emphasizes the lessons learnt from more than 20 years’ experience of Russian Government in implementing digital government system in Russian Federation. We will examine the evolution of administrative approaches to building digital government system in Russia as well as the consecutive changes in characteristics and specific features of digital government as a complex set of government information systems, policies, strategies and implementation plans.
We touch upon a set of important issues that needed assistance from the research community in order to enact them in digital governance system: data governance, digital trust, perception of digital technologies by citizens and civil servants, digital public services development and provision, digital platforms and artificial intelligence technologies enactment.
We will observe key government digital solutions that serve as a basis for digital transformation of public sector and the society as a whole. We formulate key risks, barriers and drivers to successful digital transformation implementation in the governance context in Russian Federation for future discussion with the audience.
